Ongoing bids are based on Meralco's Power Supply Procurement Plan (PSPP) posted on the Department of Energy's (DOE's) CSP Portal. The PSPP is the distribution utility's plan for the acquisition of a variety of demand-side and supply-side resources to cost-effectively meet the electricity needs of its customers. About Competitive Selection Process (CSP)
The conduct of CSP is governed by DOE Department Circular No. DC2023-06-0021 entitled “Prescribing the Policy of the Mandatory Conduct of the Competitive Selection Process by the Distribution Utilities for the Procurement of Power Supply for their Captive Market” and ERC Resolution No. 16, Series of 2023 entitled “Implementing Guidelines for the Procurement, Execution, and Evaluation of Power Supply Agreements Entered into by Distribution Utilities for the Supply of Electricity to their Captive Market”, which took effect on 19 July 2023 and 23 October 2023, respectively.
In line with the governing principles under the DOE’s CSP Policy and the ERC’s Implementing Guidelines, MERALCO adheres to and ensures the transparency of its CSP, from publishing key information and bidding documents, not only through its website, but also through the DOE CSP Portal and newspapers of general circulation, to invitations to observers and livestreaming of bidding activities in social media.
