The PSPP is the distribution utility's plan for the acquisition of a variety of supply-side resources to cost-effectively meet the electricity needs of its customers. Latest RPS compliance status
The exercise of Right of First Refusal (ROFR) by Meralco for offers from Covered RE Facilities shall be based on its PSPP and Renewable Portfolio Standards (RPS) compliance plan. To comply with RPS, Meralco shall use RECs from any one, a combination, or all of the following: Feed-in Tariff, Green Energy Auction Program, Power Supply Agreement (PSA) with eligible RE plants, Green Energy Option Program, Net Metering, RE facility installed in end-user’s premises for own-use and synchronized to the distribution system, and RECs purchased from the RE Market.
The Planned Competitive Selection Process table in the latest DOE-approved and accepted PSPP shows Meralco’s additional supply requirements in consideration of its RPS compliance.
About Competitive Selection Process (CSP)
The conduct of CSP is governed by DOE Department Circular No. DC2023-06-0021 entitled “Prescribing the Policy of the Mandatory Conduct of the Competitive Selection Process by the Distribution Utilities for the Procurement of Power Supply for their Captive Market” and ERC Resolution No. 7, Series of 2026 entitled “Amended Implementing Guidelines for the Procurement, Execution, and Evaluation of Power Supply Agreements Entered into by Distribution Utilities for the Supply of Electricity to their Captive Market”, which took effect on 19 July 2023 and 1 April 2026, respectively.
In line with the governing principles under the DOE’s CSP Policy and the ERC’s Amended Implementing Guidelines, MERALCO adheres to and ensures the transparency of its CSP, from publishing key information and bidding documents, not only through its website, but also through the DOE CSP Portal and newspapers of general circulation, to invitations to observers and livestreaming of bidding activities in social media.
