Meralco values your privacy.

We collect your name, address, employee number, job title/position, company/office, contact number, email address, and signature solely to facilitate action on the Violation of Corporate Governance Rules and/or Retaliation Protection report you have submitted. These are accessed by Corporate Governance Office who hold such information under strict confidentiality. These are retained while any of the involved parties is employed in Meralco and shall be disposed of accordingly thereafter.

Actual Weighted Average Tariff (AWAT)

1. Why is the refund being implemented now?

The refund is in compliance with the Energy Regulatory Commission (ERC)’s Provisional Authority Order dated March 5, 2025. Implementation will begin in the next billing cycle starting April 2025.

2. When will the refund start and end?

It starts in April 2025 and will run for 36 months, or until the full refund amount has been returned to customers.

3. Who are qualified for the refund?

All active customers with kWh consumption are qualified to receive the refund.

4. How much refund will I get?

The refund is based on how much electricity you use monthly (kWh consumption).

Sample computation for a residential customer:

Consumption for the month: 200kWh

AWAT Refund rate: Php 0.2024 per kWh

Total AWAT refund: Php 40.48

5. What are the AWAT refund rates for each customer class?

6. Where do I see the refund in my bill?

It will appear at the back of the bill labeled AWAT (Refund)/Collect, under the Rate Components section.

7. Do all customers get a refund, regardless of kWh consumption and payment status?

Only active accounts with kWh consumption are eligible. Terminated accounts do not qualify.

8. I have a terminated account, but my account was active during the period covered by the refund, how will I get refunded?

Customers with terminated accounts can’t avail of the refund. Per ERC ruling, the refund will be applied only to the bills of customers with active accounts and kWh consumption starting April 2025.

9. I have a newly energized account/I have an account that will be energized soon. Will I also get the refund?

Yes. All customers with active accounts from April 2025 up to 36 months thereafter or until amount is fully refunded, will be able to get the AWAT refund.

10. Why is there a refund? Has Meralco has been charging me in excess?

No. For the period July 2022 to December 2024, the the Actual Weighted Average Tariff (AWAT) turned out to be higher than the Approved Final Distribution Rate. To keep Meralco’s rate consistent at the Approved Final Distribution Rate, the difference between the AWAT and Approved Final Distribution Rate was ordered to be refunded. Based on ERC’s order in March 2025, the refund will start in the April 2025 billing and will run for about 36 months, or until this amount is fully refunded.

11. How can you assure me that Meralco isn’t overcharging me given that Meralco has been giving multiple refunds?

Meralco only charges rates that are duly approved by the ERC. Performance Based Regulation (PBR), the rate-setting methodology of the ERC to set distribution rates of private distribution utilities, provides a mechanism to ensure that any adjustments (whether refund or collection) resulting from the imposition of its approved rates can be implemented, subject to ERC approval.

12. How many more refunds can I expect for the year or years to come?

Any future refunds will be implemented only if directed by the ERC.

13. I’m part of the Customer Choice Program (CREM, GEOP, RAP). Will I receive this refund too?

Yes. All customers, whether captive or contestable, will receive the refund based on their consumption.

14. How can you assure me that I am being properly refunded?

The refund is computed based on your actual kWh consumption on a monthly basis and is reflected on your bill.

15. Does the refund come with interest given that it’s been years since Meralco collected the charges and are only giving it back now?

Yes. The refund amount already includes the interest as directed by the ERC.

16. Instead of credit to bill, can I collect the refund one-time in cash?

No. Per ERC guidelines, the refund will be credited monthly to customer bills and cannot be claimed in cash. You will find the refund as a separate line item in your bill for the prescribed period.

For Prepaid Electricity customers:

1. How would the prepaid customers know if they will receive the AWAT refund?

(For postpaid customers, it will be reflected as a separate line item in the bill)

Prepaid customers will receive a notification regarding the refund via SMS.

2.How are rates adjusted for prepaid services?

In line with ERC guidelines, prepaid customers are charged the 201-300kWh rates during top-up. This is also the rate reflected in their daily SMS balance updates. If their actual monthly consumption falls outside this range, whether lower or higher, rate adjustments may apply based on the correct rate. These adjustments are made at the end of month and are communicated via SMS.
