Interested vendors are invited to participate in the bidding for the Advanced Metering Infrastructure Services Contract for any of the following area clusters below:

Advanced Metering Infrastructure (AMI) Services support the modernization of the electrical grid by using smart meter data to enhance energy security, improve grid planning, and enable real‑time operations. It also allows MERALCO customers to monitor and manage their energy consumption more effectively.
SCOPE OF WORK:
- 1. Installation, replacement, relocation, and energization of single‑phase and multi‑metering kWh meters, including AMI meters, EMC meters, XF‑rated meters, and meters in EMC/ICP setups.
- 2. Installation, replacement, or tapping of service drops, service wires, loadside wires (including Lumex over 130m), and tie wires, for both regular and EMC areas.
- 3. Installation, replacement, or relocation of EMC modules, meter sockets, OCTC cabinets, and space tray components.
- 4. Execution of motorcycle crew tasks, including meter installation, replacement, removal of bakelites, blank cover handling, and work order cancellations.
- 5. Work order management, including regular and EMC work order cancellations/returns.
- 6. Complaint response and field verification services, including reconnection, loadside verification, meter interchange tracing, and SI referrals (Basket, Pickup, Motorcycle crews).
- 7. Installation of specialized metering equipment, such as BCT or split‑core CTs.
- 8. Documentation and reporting requirements, including before‑/after‑work photos and submission of all MERALCO‑required documentation.

Interested vendors must submit the following for eligibility to participate in the bidding:
- A. For MERALCO Accredited Vendors:
- 1. Certificate of MERALCO vendor accreditation wherein the accreditation must be similar to the Product ID for Metering Services or related service. If the accreditation is for renewal, please submit proof that you are undergoing the accreditation renewal process.
- B. For Non-Accredited Vendors:
- 1. Company Profile
- 2. Latest Audited Financial Statement (AFS) for the last three (3) years with the signed and notarized “Sworn Affidavit of Truth and Accuracy of Submitted Documents”
- 3. Securities & Exchange Commission (SEC) Registration Certificate
- 4. Duly updated Department of Labor and Employment (DOLE) Department Order (DO) 174 Certificate of Registration
Non-accredited vendors must undergo the MERALCO accreditation process and must already be accredited by the time of the award.
The Letter of Intent (LOI) and the above-mentioned eligibility requirements must be submitted via email as PDF file attachments using a business email address only that includes the company's domain name. As part of cybersecurity protection, email addresses created from non-secure, free, or open third-party domains or sources will not be accepted as a company’s email address. Submission of eligibility documents through external document sharing platforms is discouraged.
MERALCO reserves the right to:
- 1. Accept any bid and to reject any or all bids and/or to annul the bidding process in its entirety, at any time prior to award of contract, without thereby incurring any liability to the affected bidders or any obligation to inform the participating bidders of the ground for MERALCO’s action;
- 2. Consider any participating vendor in other area clusters in the event that there are clusters that lack eligible bidders. Criteria in the cluster assignment will be the vendor’s eligibility, capacity, familiarity, area proximity, and compliance with the bidding requirement; and
- 3. Issue an addendum to the Invitation to Bid at any time as a result of questions, change in acquisition schedule, or other relevant matters.

Vendors must submit a Letter of Intent (LOI) in portable document format (PDF) with the required supporting documents via email to Meralco_BAC_Secretariat@meralco.com.ph and group.third.party.services@meralco.com.ph using business email address. The Letter of Intent and eligibility documents must be received not later than 11:59 PM of April 14, 2026. Late submissions, whether complete or partially received in our servers, will be considered invalid. The Bid Documents shall only be provided to vendors who submit an LOI and meet the eligibility requirements. Subsequent bid submission for eligible vendors must also be as file attachments using business email address only. LOI email subject format should be: CE0326-0775-1 | LOI | ADVANCED METERING INFRASTRUCTURE (AMI) SERVICES | VENDOR NAME.
Bid Document Fee (non-refundable): Maximum of ₱100,000.00 (VAT Ex. shall be paid upon submission of bid documents)
