
BUSINESS AND TECHNICAL CONSULTANCY, AND SUPPORT SERVICES FOR THE BUSINESS PROCESS REENGINEERING FOR ADVANCED METERING INFRASTRUCTURE (AMI) IMPLEMENTATION PROGRAM (BAC CONTROL NO. IP1224-0360-2)
Interested vendors are invited to participate in the bidding for the provision of Business and Technical Consultancy, and Support Services for the Business Process Reengineering for the Advanced Metering Infrastructure (AMI) Implementation Program.
GENERAL REQUIREMENTS:
- A. Gap Analysis and Strategy: Conduct a detailed gaps analysis and develop a strategy and action plan to align Meralco's processes and organization with utility best practices for AMI implementations.
- B. To-Be Business Process Design: Develop a detailed design for Meralco's AMI implementation program, covering processes such as:
- 1. AMI installation
- 2. Customer acquisition
- 3. Delinquency management
- 4. Outage management
- 5. Illegal connection processes
- 6. Corrective and preventive maintenance and operations
- Organizational Development: Develop proposed organizational changes, including manpower, tools, and skills requirements.
- Technology and Data Architecture: Develop a framework for technology and data architecture, including integrations with:
- 1. AMI meters
- 2. Communications networks
- 3. Data management systems (e.g., CRM, CIS, EAM, MDCS/MDMS, R&C, SMS Gateways, Payment TPAs, ADMS)

VENDOR REQUIREMENTS
1. Experience in the implementation of the service, with similar size and scope |
The vendor must meet the following track record requirements: 1. Experience: A minimum of five (5) years of experience in Business and Technical Consultancy and Support Services for the Business Process Reengineering for a company injecting best practices in both local and global setting in the electric power distribution industry resulting to process improvements. 2. Project Scale: Successful implementation of 3-5 projects for an energy company with a customer base of at least 10M involving the Business Process Reengineering for AMI Implementation Program in the last 5 years similar in scope to this RFP. |

- 3. A company must be established for more than five (5) years with projects related to Business and Technical Consultancy and Support Services for the Business Process Reengineering for AMI Implementation Program.
The Letter of Intent (LOI) and the above-mentioned eligibility requirements must be submitted via email as PDF file attachments using a business email address only that includes the company's domain name. As part of cybersecurity protection, email addresses created from non-secure, free, or open third-party domains or sources will not be accepted as a company’s email address. Eligibility documents submitted through external document links shall also not be accepted. Non-accredited vendors must undergo the MERALCO accreditation process and must already be accredited by the time of the award.
MERALCO reserves the right to:
- 1. Accept any bid and to reject any or all bids and/or to annul the bidding process in its entirety, at any time prior to award of contract, without thereby incurring any liability to the affected bidders or any obligation to inform the participating bidders of the ground for Meralco’s action; and
- 2. To issue an addendum to the Invitation to Bid at any time as a result of questions, change in acquisition schedule, or other relevant matters.

Vendors must submit a Letter of Intent (LOI) in portable document format (PDF) with the required supporting documents via email to Meralco_BAC_Secretariat@meralco.com.ph and group.enterprise@meralco.com.ph using business email address not later than 11:59 PM, February 12, 2025. The bid documents shall only be provided to vendors who submit an LOI and meet the eligibility requirements. Subsequent bid submission for eligible vendors must also be as file attachments using business email address only.
Bid Document Fee (non-refundable): Maximum of ₱ 40,000.00 (VAT Ex, shall be paid upon submission of bid documents)
