Interested vendors are invited to participate in the bidding for the Civil Works for the Reliability Improvement of Abubot Substation with the following scope:

- Power and Control Cable Layout, Manholes, and Pedestals
- Sub-Transmission Line (STL) Steel Pole Foundation
- Rehabilitation of Guardhouse with Comfort Room
- Substation Grounding Grid Requirements
- Clearing and Demobilization

Interested vendors must submit the following for eligibility to participate in the bidding:
- For MERALCO accredited vendors only:
- Certificate of MERALCO vendor accreditation
- Must be accredited to similar product ID or related requirement.
- For MERALCO Accredited and Non-Accredited Vendors:
- Duly updated Philippine Contractors Accreditation Board (PCAB) Accreditation Certification (at least PCAB Category D)
- Latest Audited Financial Statement as of 2023 or Financial Statement as of September 2024 with the signed and notarized “Sworn Affidavit of Truth and Accuracy of Submitted Documents”
- List of Similar Ongoing Projects as of September 2024 with the following details:
- Project Name
- Contract Amount
- Project Status (% of Completion)
- Target Date of Project Completion
- Company Profile with the following details:
- Company Overview
- Organization Type
- Line of Business
- Date of Registration
- Chairman/CEO
- Total Spend for the last three (3) years
- Company must be established for more than five (5) years with projects related to electrical and power sector (i.e. Substation Civil Works) construction works.
The Letter of Intent (LOI) and the above-mentioned eligibility requirements must be submitted via email as PDF file attachments using a business email address only that includes the company's domain name. Non-secure, free, or open third-party email domains will not be accepted. Eligibility documents submitted through external document links will also not be accepted. Non-accredited vendors must undergo the MERALCO accreditation process and must already be accredited by the time of the award.
The following shall also serve as basis during the bid evaluation:
- Has a track record for more than 5 years of experience, supported by a Certificate of Satisfactory Performance, in implementing Construction Works (Substation Civil Works) from reputable clients;
- Capability to mobilize by January 2025
MERALCO reserves the right to:
- Accept any bid and to reject any or all bids and/or to annul the bidding process in its entirety, at any time prior to award of contract, without thereby incurring any liability to the affected bidders or any obligation to inform the participating bidders of the ground for MERALCO’s action;
- To issue an addendum to the Invitation to Bid at any time as a result of questions, change in acquisition schedule, or other relevant matters.

Vendors must submit a Letter of Intent (LOI) in PDF format with the required supporting documents via email to Meralco_BAC_Secretariat@meralco.com.ph and group.general.services@meralco.com.ph using a business email address not later than 11:59 PM, October 09, 2024. The Bid Documents will only be provided to vendors who submit an LOI and meet the eligibility requirements. Subsequent bid submissions for eligible vendors must also be as file attachments using business email address only.
Bid Document Fee (non-refundable): Maximum of ₱15,000.00 (VAT Ex. to be paid upon submission of bid documents).
