A qualified vendor for the Consolidated Data Center Network Infrastructure Replacement must have a minimum of five (5) years of experience in similar implementation and supporting Data Center Core Switch, Next Generation Firewall, Application Delivery Controller, Inter-Data Center Transport Switch and Remote Access VPN. The vendor must have a proven track record and demonstrated excellence in execution of the solutions mentioned. The vendor must provide the modernization of the existing Data Center Core Switch, Next Generation Firewall (NGFW), Application Delivery Controller (ADC), Inter-Data Center Transport Switch and Remote Access VPN to address the limitations of past asset life, while enhancing overall resiliency and strengthening security. |

Interested vendors must submit the following for eligibility to participate in the bidding.
- A. For All Vendors:
- 1. Certificate/ Track Record of Principal and Local Vendor showing a minimum of five (5) years’ experience of similar successful implementation and supporting Data Center Core Switch, Next-Generation Firewall, Application Delivery Controller, Inter-Data Center Transport Switch and Remote Access VPN.
- 2. Certificate/Supporting Documents for Staff Qualifications (Local Vendor): The bidder must provide proof of the following certified personnel from the local team: one (1) Certified Implementation Specialist for Data Center Core Switch, Next-Generation Firewall, Application Delivery Controller, Inter-Data Center Transport Switch and Remote Access VPN; one (1) Certified Network Security Specialist; and one (1) Certified Solutions Architect, all qualified to support the Data Center Core Switch, Next-Generation firewall, Application Delivery Controller, Inter-Data Center Transport Switch and Remote Access VPN.
- 3. Certificate/ Supporting Documents showing at least Tier 2 partnership with the principal vendor for all solutions included.
- 4. Certificate/ Supporting Documents as proof of completed implementation/s (Local Vendor) of Data Center Core Switch, Next Generation Firewall, Application Delivery Controller, Inter-Data Center Transport Switch and Remote Access VPN of any client.
- B. For MERALCO Accredited Vendors (additional requirement):
- 1. Certificate of MERALCO vendor accreditation
- C. For Non-Accredited Vendors (additional requirement):
- 1. Company Profile
- 2. Securities & Exchange Commission (SEC) Registration Certificate
- 3. Latest Audited Financial Statement
- 4. Department of Labor & Employment (DOLE) 174 Registration Certificate.
- 5. Traders must have a manufacturer's certificate of distributorship for the products that they offer.
- 6. Client reference from previous or existing contracts of similar engagements.
Letter of Intent (LOI) and the above-mentioned eligibility requirements must be submitted via email as PDF file attachments using a business email address only that includes the company's domain name. As part of cybersecurity protection, email addresses created from non-secure, free, or open third-party domains or sources will not be accepted as a company’s email address. Eligibility documents submitted through external document links shall also not be accepted. Non-accredited vendors must undergo the MERALCO accreditation process and must already be accredited by the time of the award.
MERALCO reserves the right to:
- 1. Accept any bid and to reject any or all bids and/or to annul the bidding process in its entirety, at any time prior to award of contract, without thereby incurring any liability to the affected bidders or any obligation to inform the participating bidders of the ground for MERALCO’s action; and
- 2. To issue an addendum to the Invitation to Bid at any time as a result of questions, change in acquisition schedule, or other relevant matters.

Vendors must submit a Letter of Intent (LOI) in portable document format (PDF) with the required supporting documents via email to Meralco_BAC_Secretariat@meralco.com.ph and group.platform.cyber@meralco.com.ph using business email address not later than 11:59 PM, February 10, 2025. The Bid Documents shall only be provided to vendors who submit an LOI and meet the eligibility requirements. Subsequent bid submission for eligible vendors must also be as file attachments using business email address only.
Bid Document Fee (non-refundable): Maximum of ₱ 100,000.00 (VAT Ex, shall be paid upon submission of bid documents)
