
CONTRACT FOR AS-BUILT SERVICES (BAC CONTROL NO. CE0125-0391-1)
Interested vendors are invited to participate in the bidding for the As-Built Services Contract. These services include creating "as-built" plans for buildings and structures to secure government permits required for Non-Electric Projects (NEP) in a timely manner.
Scope of Work
A. “As-built” plans of structure and site developments:
- 1. Facilitate accurate “as-built” documentation for various systems (Architectural, Structural, Mechanical, Electrical, Electronics, Fire Protection Systems (FPS), Fire Detection and Alarm System (FDAS), Plumbing, Sanitary, Exterior Utilities and Tapping Points, etc.).
- 2. Precisely capture existing conditions, dimensions, and specifications of a structure and site utilities (post construction/renovation).
- 3. Provide detailed architectural and engineering plans.
- 4. Include technical specifications of existing equipment and devices.
- 5. Submit final “as-built” plans with the latest version of CAD file that can be revised by MERALCO.
B. Other technical services such as but not limited to the following:
- 1. Provide feedback to technical queries.
- 2. Coordinate during construction, “as-builting,” and permit acquisition.

Interested vendors must submit the following requirements for eligibility to participate in the bidding:
- A. For MERALCO Accredited Vendors:
- 1. Certificate of MERALCO vendor accreditation wherein the accreditation must be similar to the Product ID for As-Built Services or related service. If the accreditation is for renewal, please also submit proof that you are undergoing the Accreditation Renewal process.
- 2. Duly updated Department of Labor and Employment (DOLE) Department Order (DO) 174 Certificate of Registration.
- B. For Non-Accredited Vendors:
- 1. Company Profile
- 2. Latest Audited Financial Statement
- 3. Securities & Exchange Commission (SEC) Registration Certificate
- 4. List of Completed and Ongoing Projects for the past five (5) years, detailing the dates and contract cost, that are similar to As-Built Services or related service, which is supported by a Certificate of Satisfactory Performance, preferably for companies related to utilities.
- 5. Duly updated Department of Labor and Employment (DOLE) Department Order (DO) 174 Certificate of Registration
The Letter of Intent (LOI) and the above-mentioned eligibility requirements must be submitted via email as PDF file attachments using a business email address only that includes the company's domain name. As part of cybersecurity protection, email addresses created from non-secure, free, or open third-party domains or sources will not be accepted as a company’s email address. Eligibility documents submitted through external document links shall also not be accepted. Non-accredited vendors must undergo the MERALCO accreditation process and must already be accredited by the time of the award.
The following shall also serve as basis during the bid evaluation:
- 1. Track record of about five (5) years of experience, supported by a Certificate of Satisfactory Performance, in implementing the required As-Built Services for companies, preferably for companies related to utilities. However, a Service Provider with pending commercial and/or technical issues with MERALCO may be disqualified from participating; and
- 2. Capability to deploy resource requirements on or before July 01, 2025, with appropriate operational knowledge and skills in As-Built Services.
MERALCO reserves the right to:
- 1. Accept any bid and to reject any or all bids and/or to annul the bidding process in its entirety, at any time prior to award of contract, without thereby incurring any liability to the affected bidders or any obligation to inform the participating bidders of the ground for Meralco’s action; and
- 2. To issue an addendum to the Invitation to Bid at any time as a result of questions, change in acquisition schedule, or other relevant matters.
Interested vendors may obtain further information through the MERALCO Bids and Awards Committee Secretariat and Category Management for ICT via email to Meralco_BAC_Secretariat@meralco.com.ph and group.networks.retail.services@meralco.com.ph, respectively.
Vendors must submit a Letter of Intent (LOI) in portable document format (PDF) with the required supporting documents via email to Meralco_BAC_Secretariat@meralco.com.ph and group.networks.retail.services@meralco.com.ph using business email address not later than 11:59 PM, February 10, 2025. The bid documents shall only be provided to vendors who submit an LOI and meet the eligibility requirements. Subsequent bid submission for eligible vendors must also be as file attachments using business email address only.
Bid Document Fee (non-refundable): Maximum of ₱ 20,000.00 (VAT Ex. shall be paid upon submission of bid documents)
