CONTRACT FOR DESIGN SERVICES UNDER DCD, DSD, AND SDMPROW (BAC CONTROL NO. CE0226-0749-2)

Interested vendors are invited to participate in the bidding for the Contract for Design Services under Distribution Connection Design (DCD), Distribution Services Design (DSD), and Structural Design, Mapping, Permits, and Right-Of-Way (SDMPROW).

CLUSTERSOFFICESSCOPE OF WORK
Cluster 1Distribution Connection Design (DCD)This contract involves reviewing project requirements, conducting site visits, preparing and validating design plans and materials, updating records, generating technical documents, coordinating permits and field activities, assessing damage during calamities, and performing other engineering-related tasks, including signing and sealing design plans.
Cluster 2Distribution Services Design (DSD)This contract involves preparing and validating design drawings, bills of materials, and compatible unit estimates; conducting site surveys; finalizing technical sketches and computations; coordinating As‑Built documents; managing Work Orders; digitizing and plotting designs; generating technical and cost reports; supporting permits and Right-Of-Way requirements; monitoring schedules and performance; contributing to asset studies; ensuring compliance with MERALCO standards; performing damage assessments; and signing and sealing design plans.
Cluster 3Structural Design, Mapping, Permits, And Right-Of-Way (SDMPROW)This contract includes preparing site development plans and civil/structural designs for substations and related facilities, conducting field surveys, designing foundations and building systems, performing technical analyses, coordinating ROW and permit requirements, updating As‑Built documents, producing visual and digital design outputs, evaluating design submissions, supporting procurement and permitting, monitoring schedules and compliance with standards, and signing and sealing civil/structural plans as required.

Interested vendors must submit the following for eligibility to participate in the bidding:

  1. A.  For All Vendors:
    1. 1.  Duly updated Department of Labor and Employment (DOLE) Department Order (DO) 174 Certificate of Registration
    2. 2.  List of Completed and Ongoing Projects for the past five (5) years that are similar to Design Services.
    3. 3.  The Bureau of Internal Revenue (BIR) Certificate of Registration or BIR form 2303
  2. B.  For MERALCO Accredited Vendors:
    1. 1.  Certificate of MERALCO vendor accreditation wherein the accreditation must be for Design Services or similar services. If the accreditation is for renewal, please submit proof that you are undergoing the Accreditation renewal process.
  3. C.  For Non-Accredited Vendors:
    1. 1.  Company Profile
    2. 2.  Latest Audited Financial Statement (AFS) for the last three (3) years with the signed and notarized “Sworn Affidavit of Truth and Accuracy of Submitted Documents”
    3. 3.  Securities & Exchange Commission (SEC) Registration Certificate

Non-accredited vendors must undergo the MERALCO accreditation process and must already be accredited by the time of the award.

The Letter of Intent (LOI) and the above-mentioned eligibility requirements must be submitted via email as PDF file attachments using a business email address only that includes the company's domain name. As part of cybersecurity protection, email addresses created from non-secure, free, or open third-party domains or sources will not be accepted as a company’s email address. Submission of eligibility documents through external document sharing platforms is discouraged.

The following shall also serve as basis during the bid evaluation:

  1. 1.  Track record of about five (5) years of experience, supported by a Certificate of Satisfactory Performance, in implementing the required Design Services. However, a service provider with pending commercial and/or technical issues with MERALCO may be disqualified from participating.

MERALCO reserves the right to:

  1. 1.  Accept any bid and to reject any or all bids and/or to annul the bidding process in its entirety, at any time prior to award of contract, without thereby incurring any liability to the affected bidders or any obligation to inform the participating bidders of the ground for MERALCO’s action;
  2. 2.  Consider any participating vendor in other area clusters in the event that there are clusters that lack eligible bidders. Criteria in the cluster assignment will be the vendor’s eligibility, capacity, familiarity, area proximity, and compliance with the bidding requirement; and
  3. 3.  Issue an addendum to the Invitation to Bid at any time as a result of questions, change in acquisition schedule, or other relevant matters.

Interested vendors may obtain further information through the MERALCO Bids and Awards Committee Secretariat and Category Management for Core via email to Meralco_BAC_Secretariat@meralco.com.ph and group.third.party.services@meralco.com.ph, respectively.

Vendors must submit a Letter of Intent (LOI) in portable document format (PDF) with the required supporting documents via email to Meralco_BAC_Secretariat@meralco.com.ph and group.third.party.services@meralco.com.ph using business email address. The Letter of Intent and eligibility documents must be received not later than 11:59 PM of May 12, 2026. Late submissions, whether complete or partially received in our servers, will be considered invalid. The Bid Documents shall only be provided to vendors who submit an LOI and meet the eligibility requirements. Subsequent bid submission for eligible vendors must also be as file attachments using business email address only. LOI email subject format should be: CE0226-0749-2 | LOI | CONTRACT FOR DESIGN SERVICES UNDER DCD, DSD, AND SDMPROW | VENDOR NAME.

Bid Document Fee (non-refundable): Maximum of ₱ 100,000.00 (VAT Ex. shall be paid upon submission of bid documents)
