CONTRACT FOR END USER SERVICE DELIVERY MANAGEMENT (BAC CONTROL NO. CS0125-0390-1)

Interested vendors are invited to participate in the bidding for the Service Contract for End User Service Delivery Management under MERALCO – Information Communication Technology & Transformation (ICT&T) Office.

1

End User Field Support

• Minimum of five (5) years successful experience delivering End-user services within environments like MERALCO's (approximately 10,000+ employees) is required.
• Strong understanding of Install, Move, Add, Change and Pullout (IMACP), IT Service Management (ITSM) principles (i.e., incident, problem, change management, service requests). Information Technology Infrastructure Library (ITIL) certification is an advantage.
• Proficiency in supporting various devices such as desktops, laptops, mobile devices, printers, peripherals and similar devices.
• Strong troubleshooting level-2 (Deskside & VIP Support) skillset of various IT-related hardware and software.

Technical Event Management

• Minimum of three (3) years of proven experience in successfully managing and executing technical aspects of various corporate and remote events (200+ devices, accessories & peripherals) is required.
• Expertise in setting up and operating video production and conferencing equipment and streaming platforms.
• Analyze requirements based on existing standards, processes, guidelines, and policies.
• Perform testing, installation, deployment troubleshooting and repair of technical event management hardware and software.

Billing & Carrier Operations Services

• Minimum of five (5) years successful experience in processing billing and payments for ICT service providers is required. This includes analyzing billing data for accuracy, ensuring timely submission of statements of accounts, and identifying potential cost savings for a high volume of accounts (22,000+ monthly accounts).
• Proficiency in data analysis and reporting, with the ability to identify trends, discrepancies, and areas for improvement.
• Strong analytical and problem-solving skills, with the ability to resolve billing disputes and discrepancies.

Networking & Communications Services

• Minimum of five (5) years successful experience in the management, operation, configuration, mobilization, and preventive & corrective maintenance of Networking and Communications Services is required. This involves:
1. Routers and Switches - Knowledge in configuring and troubleshooting routers and switches (400+ devices).
2. Wireless LAN – Knowledge in configuring and troubleshooting Wireless LAN and Access Points (600+ devices).
3. Tetra Portable/Mobile and Fixed Base Radio - Experience in configuration, programming, operation, corrective & preventive maintenance and troubleshooting Tetra radio devices (4,500+ devices and peripherals).
4. IP Telephony - Experience in configuring, programming, and troubleshooting IP telephone sets (3,000+ devices).
• Cisco Certified Network Associate (CCNA).

Project Management and Deployment

• Minimum of five (5) years successful experience in the preparation, project management, documentation, coordination, monitoring, mobilization, deployment, configuration, installation, and commissioning of the following:
1. Laptop/Desktop (6,500+ devices)
2. CCTV System (3,500+ Camera, 200+ NVRs)
3. Display Wall Systems (60+ Display Wall System)
4. Microsoft Windows 11 Migration (5000+ computers)
5. Other End User Devices (800+ devices)

Interested vendors must submit the following for eligibility to participate in the bidding:

  1. A. For MERALCO Accredited Vendors:
    1. 1. Certificate of MERALCO vendor accreditation wherein the accreditation must be similar to the Product ID for End User Service Delivery Management or related service. If the accreditation is for renewal, please also submit proof that you are undergoing the Accreditation Renewal process.
  2. B. For Non-Accredited Vendors:
    1. a. Company Profile
    2. b. Latest Audited Financial Statement
    3. c. Securities & Exchange Commission (SEC) Registration Certificate
    4. d. List of Completed and Ongoing Projects for the past five (5) years that are similar to data product delivery.
    5. e. Duly updated Department of Labor and Employment (DOLE) Department Order (DO) 174 Certificate of Registration

The Letter of Intent (LOI) and the above-mentioned eligibility requirements must be submitted via email as PDF file attachments using a business email address only that includes the company's domain name. As part of cybersecurity protection, email addresses created from non-secure, free, or open third-party domains or sources will not be accepted as a company’s email address. Eligibility documents submitted through external document links shall also not be accepted. Non-accredited vendors must undergo the MERALCO accreditation process and must already be accredited by the time of the award.

MERALCO reserves the right to:

  1. 1. Accept any bid and to reject any or all bids and/or to annul the bidding process in its entirety, at any time prior to award of contract, without thereby incurring any liability to the affected bidders or any obligation to inform the participating bidders of the ground for MERALCO’s action; and
  2. 2. To issue an addendum to the Invitation to Bid at any time as a result of questions, change in acquisition schedule, or other relevant matters.

Interested vendors may obtain further information through the MERALCO Bids and Awards Committee Secretariat and Category Management for ICT via email to Meralco_BAC_Secretariat@meralco.com.ph and group.networks.retail.services@meralco.com.ph, respectively.

Vendors must submit a Letter of Intent (LOI) in portable document format (PDF) with the required supporting documents via email to Meralco_BAC_Secretariat@meralco.com.ph and group.networks.retail.services@meralco.com.ph using business email address not later than 11:59 PM, February 07, 2025. The bid documents shall only be provided to vendors who submit an LOI and meet the eligibility requirements. Subsequent bid submission for eligible vendors must also be as file attachments using business email address only.

Bid Document Fee (non-refundable): Maximum of ₱ 50,000.00 (VAT Ex. shall be paid upon submission of bid documents)
