ENGINEERING, PROCUREMENT AND CONSTRUCTION (EPC) FOR THE REHABILITATION OF THE EXISTING BRIDGE AT TEGEN (ISLA DE PROVISOR) (BAC CONTROL NO. NF0526-0850-1)
Interested vendors are invited to participate in the bidding for the Engineering, Procurement and Construction (EPC) for the Rehabilitation of the Existing Bridge at Tegen (Isla De Provisor).
SCOPE OF WORK:
- 1. Project Planning
- 2. Mobilization and Permits Acquisition
- 3. Structural Assessment and Retrofitting Design
- 4. Siteworks (Restoration of Architectural Finishes, Civil, Electrical, Mechanical, Fire Protection, Sanitary and Electronics including all Equipment testing, Concrete Repair, etc.)
- 5. Existing Bridge Rehabilitation (Carbon Fiber Retrofitting, Concrete Jacketing, Steel Jacketing, Roofing Works)
- 6. Post Construction (As built drawings, permits, etc.)

Interested vendors must submit the following for eligibility to participate in the bidding:
- A. For All Vendors:
- 1. Duly updated Philippine Contractors Accreditation Board (PCAB) Accreditation Certification (at least PCAB Category D)
- 2. Latest Audited Financial Statement (AFS) for the last three (3) years, accompanied by a signed and notarized "Sworn Affidavit of Truth and Accuracy of Submitted Documents"
- 3. List of Similar Completed/Ongoing Projects as of March 2026 with the following details:
- a. Project name
- b. Project scope
- c. Contract amount
- d. Project status (% of completion)
- e. Target date of project completion
- f. Certificate of completion
- g. Proof of award
- 4. Company Profile with the following details:
- a. Company overview
- b. Organization type (must be a corporation)
- c. Main line of business must include construction works related to project requirement.
- d. Date of Registration
- e. Chairman/CEO
- f. Total Spend for the last three (3) years
- 5. Must not have pending case with MERALCO or other companies upon submission of letter of intent.
- 6. Must not have reported unsatisfactory vendor performance upon submission of letter of intent.
- 7. Company must be established for more than five (5) years in the construction industry.
- 8. Must have experience in similar completed bridge, port, and jetty retrofitting design and implementation projects.
Non-accredited vendors must undergo the MERALCO accreditation process and must already be accredited by the time of the award.
SUBMISSION INSTRUCTIONS:
- • Submit the LOI and eligibility documents as PDF email attachments using a business email address that includes the company's domain name.
- • Keep each email submission within the 150MB size limit. Submissions may be divided into multiple emails.

- • Deadline: July 09, 2026, 11:59 PM; Late submissions, whether complete or partially received in our servers, will be considered invalid.
- • Bid documents shall only be issued to vendors who submit an LOI and meet the eligibility requirements.
As part of cybersecurity protection, email addresses created from non-secure, free, or open third-party domains or sources will not be accepted as a company's email address. Subsequent bid submission for eligible vendors must also be sent as file attachments using a business email address only.
MERALCO reserves the right to:
- 1. Accept any bid and to reject any or all bids and/or to annul the bidding process in its entirety, at any time prior to award of contract, without thereby incurring any liability to the affected bidders or any obligation to inform the participating bidders of the ground for Meralco's action; and
- 2. Issue an addendum to the Invitation to Bid at any time as a result of questions, changes in schedule, or other relevant matters.

Bid Document Fee (non-refundable): Maximum of ₱9,000.00, VAT exclusive, shall be paid upon submission of bid.
