FIVE (5) YEAR CONTRACT FOR THE TESTING, REPAIR & PREVENTIVE MAINTENANCE OF ELEVATORS AT VARIOUS MERALCO SERVICE SITES (BAC CONTROL NO. NF0924-0290-1)
Interested vendors are invited to participate in the bidding for the Five (5) Year Contract for the Testing, Repair & Preventive Maintenance of Elevators at Various MERALCO Service Sites with the following scope:
- 1. Repair and Maintenance of Elevators and Dumbwaiters at Sta. Rosa Sector and Pasig Sector
- 2. Preventive Maintenance (PM), Testing and Repair of Elevators at MERALCO Operating Center (MOC)

Interested vendors must submit the following for eligibility to participate in the bidding:
- For MERALCO Accredited Vendors:
- Certificate of MERALCO vendor accreditation
- Must be accredited to similar product ID or related requirement
- List of at least two (2) Similar Ongoing and Completed Services as of August 2024, indicating the service unit specifications, scope of work and contract amount
- Certificate of Completion (COC) or Certificate of Acceptance (COA) for completed services (or any equivalent)
- For Non-Accredited Vendors:
- List of at least (2) Similar Ongoing and Completed Services as of August 2024, indicating the service unit specifications, scope of work and contract amount
- Company Profile with the following details:
- Company Overview
- Organization Type
- Principal Type of Business
- Date of Registration
- Membership to organizations related to Utilities industry
- Citations/Certifications relevant to the proposed service
- Certificate of Completion (COC) or Certificate of Acceptance (COA) for completed services (or any equivalent)
- Business Permit / Mayor’s Permit
- BIR Certificate 2303
- DOLE 174 Certificate of Registration
- Department of Trade and Industry (DTI) Registration for Sole Proprietorship (if applicable)
- Securities and Exchange Commission (SEC) Registration Certificate, Articles of Partnership and Latest General Information Sheet for Partnerships
- Securities and Exchange Commission (SEC) Registration Certificate, Articles of Incorporation and Latest General Information Sheet for Corporations
The Letter of Intent (LOI) and the above-mentioned eligibility requirements must be submitted via email as PDF file attachments using a business email address only that includes the company's domain name. As part of cybersecurity protection, email addresses created from non-secure, free, or open third-party domains or sources will not be accepted as a company’s email address. Eligibility documents submitted through external document links shall also not be accepted. Non-accredited vendors must undergo the MERALCO accreditation process and must already be accredited by the time of the award.
The following shall also serve as basis during the bid evaluation:
- Has a track record with more than five (5) years of experience, supported by a Certificate of Satisfactory Performance from reputable clients;
- Capability to mobilize by the 1st week of January 2025
MERALCO reserves the right to:
- Accept any bid and to reject any or all bids and/or to annul the bidding process in its entirety, at any time prior to award of contract, without thereby incurring any liability to the affected bidders or any obligation to inform the participating bidders of the ground for MERALCO’s action;
- Issue an addendum to the Invitation to Bid at any time as a result of questions, change in schedule, or other relevant matters.

Vendors must submit a Letter of Intent (LOI) in portable document format (PDF) with the required supporting documents via email to Meralco_BAC_Secretariat@meralco.com.ph and group.general.supplies@meralco.com.ph using a business email address, not later than 11:59 PM, October 06, 2024. The Bid Documents shall only be provided to vendors who submit an LOI and meet the eligibility requirements. Subsequent bid submission for eligible vendors must also be as file attachments using a business email address only.
Bid Document Fee (non-refundable): Maximum of ₱11,000.00 (VAT Ex. shall be paid upon submission of bid documents)
