INTEGRATED TALENT MANAGEMENT PLATFORM (ITMP) PROJECT (BAC CONTROL NO. IP0526-0853-1)
Interested vendors are invited to participate in the bidding for the Integrated Talent Management Platform (ITMP) Project for MERALCO.
This project aims to implement a comprehensive, enterprise-grade Integrated Talent Management Platform (ITMP) that will support MERALCO's end-to-end employee lifecycle management.
The solution is expected to:
- A. Establish a centralized and integrated platform covering the following talent management processes:
- 1. Recruitment
- 2. Onboarding
- 3. Goals and Performance Management
- 4. Learning
- 5. Career and Talent Development
- 6. Succession Planning
- 7. Compensation
- 8. Offboarding
- 9. Enhanced by embedded AI-driven capabilities such as:
- a. Intelligent candidate screening and matching
- b. AI-assisted interview and assessment tools
- c. Personalized learning and career recommendations
- d. Predictive insights for talent development and succession planning
- e. Intelligent performance evaluation support
- B. Improve data accuracy, reporting, and analytics capabilities for HR and management
- C. Support process automation and standardization aligned with MERALCO HR policies
- D. Provide a scalable and secure platform that integrates with existing enterprise systems (e.g., SAP ECC 6, Active Directory, Data Platform, Monitoring tools and Cyber tools)
- E. Enhance employee experience through intuitive and self-service functionalities

Interested vendors must submit the following for eligibility to participate in the bidding:
- A. For All Vendors:
- 1. Proof of System Implementation Expertise:
- a. At least three (3) full-cycle implementations of SAP SuccessFactors, including deployment, system configuration, data cleansing/migration and transformation and integration with SAP ECC 6 EHP 8, SAP S/4 HANA, other enterprise platforms and with external job boards.
- b. Expertise in testing, change management, training management, and data migration.
- 2. Proof of Financial Stability and Delivery Capability:
- a. Adequate staffing skilled in SAP SuccessFactors (such as but not limited to the following: Recruitment, Onboarding, Compensation, Goals and Performance Management, Learning Management, Success and Development, Offboarding), Integration Specialist, Basis, Cloud Application Lifecycle Management (CALM) integration, Security and Authorization), delivery centers, and resource availability to support similarly sized projects.
- b. References of successful SAP SuccessFactors implementation engagements in the last three (3) years from clients of similar size as MERALCO catering to 6,000 – 7,000 users.
- 3. Proof of Prior Experience and Working Knowledge on regulatory compliance requirements:
- a. Must have working knowledge of Philippine labor laws, including the Labor Code of the Philippines, relevant Department of Labor and Employment (DOLE) issuances, and applicable jurisprudence, to ensure compliance in HR practices.
- b. This includes familiarity with employee rights such as security of tenure, just and authorized causes for termination, procedural due process, statutory benefits, working hours, rest days, and proper handling of employment contracts.
- 4. Bidder must be an accredited SAP Partner with verified SAP certifications and a proven track record of successful implementations.

- B. For MERALCO Accredited Vendors (additional requirement):
- 1. Certificate of MERALCO vendor accreditation. If the accreditation is for renewal, please also submit proof that you are undergoing the accreditation renewal process.
- C. For Non-Accredited Vendors (additional requirements):
- 1. Latest Audited Financial Statement (AFS) for the last three (3) years, accompanied by a signed and notarized "Sworn Affidavit of Truth and Accuracy of Submitted Documents"
- 2. Company Profile with the following details:
- a. Company overview
- b. Organization type (must be a corporation)
- c. Line of business
- d. Date of registration
- e. Chairman/CEO
- f. Total spend for the last three (3) years
- 3. Securities & Exchange Commission (SEC) Registration Certificate
- 4. Duly updated Department of Labor and Employment (DOLE) Department Order (DO) 174 Certificate of Registration
Non-accredited vendors must undergo the MERALCO accreditation process and must already be accredited by the time of the award.
The Letter of Intent (LOI) and the above-mentioned eligibility requirements must be submitted via email as PDF file attachments using a business email address only that includes the company's domain name. As part of cybersecurity protection, email addresses created from non-secure, free, or open third-party domains or sources will not be accepted as a company's email address. Submission of eligibility documents through external document sharing platforms is discouraged.
The following shall also serve as basis during the bid evaluation:
- 1. Assessment of vendor's financial condition through financial review. To be considered for the award, vendors must be able to show a gross revenue for the year or capitalization that exceeds the total project value.
MERALCO reserves the right to:
- 1. Accept any bid and to reject any or all bids and/or to annul the bidding process in its entirety, at any time prior to award of contract, without thereby incurring any liability to the affected bidders or any obligation to inform the participating bidders of the ground for MERALCO's action; and
- 2. Issue an addendum to the Invitation to Bid at any time as a result of questions, change in acquisition schedule, or other relevant matters.

Vendors must submit a Letter of Intent (LOI) in portable document format (PDF) with the required supporting documents via email to Meralco_BAC_Secretariat@meralco.com.ph and group.platform.cyber@meralco.com.ph using business email address. The Letter of Intent and eligibility documents must be received not later than 11:59 PM of June 16, 2026. Late submissions, whether complete or partially received in our servers, will be considered invalid. The Bid Documents shall only be provided to vendors who submit an LOI and meet the eligibility requirements. Subsequent bid submission for eligible vendors must also be as file attachments using business email address only. LOI email subject format should be: IP0526-0853-1 | LOI | INTEGRATED TALENT MANAGEMENT PLATFORM (ITMP) PROJECT | VENDOR NAME.
Bid Document Fee (non-refundable): Maximum of ₱ 15,000.00 (VAT Ex. shall be paid upon submission of bid documents)
