
PREVENTIVE MAINTENANCE AND REPAIR OF THE BUILDING MANAGEMENT SYSTEM (BMS) (BAC CONTROL NO. IP0125-0394-1)
Interested vendors are invited to participate in the bidding for the Preventive Maintenance and Repair of the Building Management System (BMS) located at the following locations inside the Meralco Operating Center (MOC).
- 1. Technical Services Building (Citect SCADA)
- 2. Powerhouse (Citect SCADA)
- 3. Pumphouse (Citect SCADA)
- 4. Powertech Building (Delta DORE)
SCOPE OF WORK
- 1. Monthly check-ups and monitoring of BMS panels, digital metering devices, temperature and relative humidity sensors, IR emitters, and remote modules.
- 2. Annual thorough inspections and cleaning of BMS panels, digital metering devices, and temperature and relative humidity sensors.
- 3. Semi-annual maintenance services.
- 4. Additional services for medium voltage switchgears, low voltage switchgears, generator sets, automatic transfer switch, fire detection and alarm system, uninterruptible power supply, and booster pumps.
- 5. Troubleshooting and resolution.

Interested vendors must submit the following for eligibility to participate in the bidding:
- A. For All Vendors:
- 1. Track Record for maintaining Citect SCADA and Delta DORE systems.
- 2. Letter from the President or CEO confirming ability to comply with the requirements and eligibility requirements.
- B. For MERALCO Accredited Vendors (additional requirement):
- 1. Certificate of MERALCO vendor accreditation
- C. For Non-Accredited Vendors:
- 1. Company Profile
- 2. Securities & Exchange Commission (SEC) Registration Certificate
- 3. Latest Audited Financial Statement
- 4. DOLE 174 Registration
The Letter of Intent (LOI) and the above-mentioned eligibility requirements must be submitted via email as PDF file attachments using a business email address only that includes the company's domain name. As part of cybersecurity protection, email addresses created from non-secure, free, or open third-party domains or sources will not be accepted as a company’s email address. Eligibility documents submitted through external document links shall also not be accepted. Non-accredited vendors must undergo the MERALCO accreditation process and must already be accredited by the time of the award.
The following shall also serve as basis during the bid evaluation:
- 1. At least five (5) year experience in conducting the above-mentioned services, preferably for companies related to utility.
- 2. Capability to deploy personnel by March 01, 2025 or within two (2) weeks after award notice, with appropriate operational knowledge and skills in the conduct of the said services.
- 3. User references from previous or existing contracts of similar scope and value.
MERALCO reserves the right to:
- 1. Accept any bid and to reject any or all bids and/or to annul the bidding process in its entirety, at any time prior to award of contract, without thereby incurring any liability to the affected bidders or any obligation to inform the participating bidders of the ground for Meralco’s action; and
- 2. To issue an addendum to the Invitation to Bid at any time as a result of questions, change in acquisition schedule, or other relevant matters.

Vendors must submit a Letter of Intent (LOI) in portable document format (PDF) with the required supporting documents via email to Meralco_BAC_Secretariat@meralco.com.ph and group.enterprise@meralco.com.ph using business email address not later than 11:59 PM, February 07, 2025. The bid documents shall only be provided to vendors who submit an LOI and meet the eligibility requirements. Subsequent bid submission for eligible vendors must also be as file attachments using business email address only.
Bid Document Fee (non-refundable): Maximum of ₱ 6,000.00 (VAT Ex, shall be paid upon submission of bid documents)
