PURCHASE OF IDENTITY GOVERNANCE AND ADMINISTRATION (IGA) SOLUTION (BAC CONTROL NO. IP0924-0293-1)
Interested vendors are invited to participate in the bidding for the supply and implementation of Identity Governance and Administration (IGA) solution that will cater to the management of the user access lifecycle such as access provisioning, deprovisioning, modification and termination. IGA solution should have the governance that validates the compliance of these rules for IGA and should generate reports that will help MERALCO admin to validate the records of these user accounts. The tool must be compatible and capable to work on MERALCO’s on-premises and cloud-based applications. The scope includes all required software licenses, hardware, and the essential professional services and support requirements including system integration, change management, warranty, and operations and maintenance services.

Interested vendors must submit the following for eligibility to participate in the bidding:
- For MERALCO Accredited Vendors:
- Certificate of MERALCO vendor accreditation
- Certificate of Authorized Distributorship or Reseller Certificate as proof of local partnership
- Supporting documents showing local implementation and support presence
- Track Record showing a minimum of five (5) years’ experience in IGA implementation and support
- Supporting Documents for Staff Qualifications: one (1) Certified Implementation Specialist on IGA, one (1) Certified Application Developer, and one (1) Certified IGA Administrator from local personnel
- For Non-Accredited Vendors:
- Company Profile
- Securities & Exchange Commission (SEC) Registration Certificate
- Latest Audited Financial Statement
- Department of Labor & Employment (DOLE) 174 Registration Certificate
- Certificate of Authorized Distributorship or Reseller Certificate
- Supporting documents showing local implementation and support presence
- Track Record showing a minimum of five (5) years’ experience in IGA implementation and support
- Supporting Documents for Staff Qualifications: one (1) Certified Implementation Specialist on IGA, one (1) Certified Application Developer, and one (1) Certified IGA Administrator from local personnel
The Letter of Intent (LOI) and the above-mentioned eligibility requirements must be submitted via email as PDF file attachments using a business email address only that includes the company's domain name. As part of cybersecurity protection, email addresses created from non-secure, free, or open third-party domains or sources will not be accepted as a company’s email address. Eligibility documents submitted through external document links shall also not be accepted. Non-accredited vendors must undergo the MERALCO accreditation process and must already be accredited by the time of the award.
The following shall serve as the basis during the bid evaluation:
- Compliance to the minimum requirements specified in the Request for Proposal (RFP)
- Proven capabilities in IGA such as: Identity Lifecycle Management, Role-Based Access Control (RBAC) Modeling, Access Request Management, Provisioning/Deprovisioning Automation, Entitlement Management, Comprehensive System Integration, Access Certification, Password Management, Workflow Orchestration, Audit Logging and Reporting, Contingent Worker Risk Management, and Data Access Security.
MERALCO reserves the right to:
- Accept any bid and to reject any or all bids and/or to annul the bidding process in its entirety, at any time prior to award of contract, without thereby incurring any liability to the affected bidders or any obligation to inform the participating bidders of the ground for MERALCO’s action; and
- To issue an addendum to the Invitation to Bid at any time as a result of questions, change in schedule, or other relevant matters.

Vendors must submit a Letter of Intent (LOI) in PDF format with the required supporting documents via email to Meralco_BAC_Secretariat@meralco.com.ph and group.platform.cyber@meralco.com.ph using a business email address, not later than 11:59 PM, October 11, 2024. The Bid Documents will only be provided to vendors who submit an LOI and meet the eligibility requirements. Subsequent bid submissions for eligible vendors must also be as file attachments using a business email address only.
Bid Document Fee (non-refundable): Maximum of ₱100,000.00 (VAT Ex. to be paid upon submission of bid documents).
