
SUPPLY, INSTALLATION, TESTING, AND COMMISSIONING OF AIR HANDLING UNITS AT VARIOUS SITES IN MERALCO OPERATING CENTER (MOC) (BAC CONTROL NO. CE0125-0393-1)
Interested vendors are invited to participate in the bidding for the Supply, Installation, Testing, and Commissioning of Air Handling Units at Various Sites in MERALCO Operating Center (Corporate Wellness Center, Operations Building and Lopez Building).
SCOPE OF WORK:
- 1. Preliminary and Engineering Design
- 2. Dismantling of Existing Air Handling Units, Restoration Works
- 3. Electrical and Auxiliary Works
- 4. Supply, Fabrication, Installation, Testing, and Commissioning of Air Handling Units
- 5. Mechanical Works

Interested vendors must submit the following for eligibility to participate in the bidding:
- A. For ALL Vendors:
- 1. Must have a manufacturer's certificate of distributorship for the products that they offer.
- 2. List of Similar Ongoing / Completed Projects related to Supply, Installation, Testing and Commissioning of Air Handling Units as of January 2025 with the following details:
- a. Project Name
- b. Contract Amount
- c. Project Status (% of completion)
- d. Target date of Project Completion
- e. Project Main Scope
- f. Certificate of Completion
- 3. The company must be established for more than five (5) years with projects related to similar services with heating, ventilating, and air-conditioning (HVAC) requirements.
- B. For MERALCO Accredited Vendors (additional requirement):
- 1. Certificate of MERALCO vendor accreditation
- 2. Must be accredited to similar product ID or related requirement.
- 3. Track record of successful implementation of an Air Handling Unit replacement/supply and installation project with similar scope and value to MERALCO’s requirement.
- C. For Non-Accredited Vendors (additional requirements):

- 1. Company Profile:
The Letter of Intent (LOI) and the above-mentioned eligibility requirements must be submitted via email as PDF file attachments using a business email address only that includes the company's domain name. As part of cybersecurity protection, email addresses created from non-secure, free, or open third-party domains or sources will not be accepted as a company’s email address. Eligibility documents submitted through external document links shall also not be accepted. Non-accredited vendors must undergo the MERALCO accreditation process and must already be accredited by the time of the award.
The following shall also serve as basis during the bid evaluation:
- 1. Track record of successfully deploying and implementing Supply, Installation, Testing, and Commissioning of Air Handling Units within the local region.
- 2. Vendor shall have at least five (5) years of service period in the Philippine market with experience in implementing the specified HVAC services. The vendor must have stable product supply capacity and could provide proof of regional operations to support wide area deployment.
MERALCO reserves the right to:
- 1. Accept any bid and to reject any or all bids and/or to annul the bidding process in its entirety, at any time prior to award of contract, without thereby incurring any liability to the affected bidders or any obligation to inform the participating bidders of the ground for Meralco’s action; and
- 2. To issue an addendum to the Invitation to Bid at any time as a result of questions, change in acquisition schedule, or other relevant matters.

Vendors must submit a Letter of Intent (LOI) in portable document format (PDF) with the required supporting documents via email to Meralco_BAC_Secretariat@meralco.com.ph and group.general.services@meralco.com.ph using business email address, not later than 11:59 PM, February 07, 2025. The Bid Documents shall only be provided to vendors who submit an LOI and meet the eligibility requirements. Subsequent bid submission for eligible vendors must also be as file attachments using business email address only.
Bid Document Fee (non-refundable): Maximum of ₱ 45,000.00 (VAT Ex. shall be paid upon submission of bid documents)
