- 1. Certificate of MERALCO vendor accreditation. If the accreditation is for renewal, please also submit proof that you are undergoing the accreditation renewal process.
- 2. For Traders, a manufacturer's certificate of distributorship for the products that they offer including local warranty and after-sales support.

- 1. Company Profile
- 2. Latest Audited Financial Statement (AFS) for the last three (3) years with the signed and notarized "Sworn Affidavit of Truth and Accuracy of Submitted Documents"
- 3. Securities & Exchange Commission (SEC) Registration Certificate
- 4. For Traders, a manufacturer's certificate of distributorship for the products that they offer including local warranty and after-sales support.
- 5. Type Test Report conducted by reputable, independent third party. Type test report to be submitted should be conducted on the unit of same or similar design and with same or higher ratings than our requirement.
- 6. Comprehensive Supply Record with electric utility companies located inside or outside of the country of origin, for at least five (5) years (with ratings of equipment supplied, and client including its contact details).
- 7. Certificate of Satisfactory Performance from at least two (2) local or foreign electric utility.
- 8. Must undergo the MERALCO accreditation process and must already be accredited by the time of award. If offer is not a MERALCO type-tested brand, the product shall be subjected sampling with one (1) year field performance evaluation.
Non-accredited vendors must undergo the MERALCO accreditation process and must already be accredited by the time of the award.
The Letter of Intent (LOI) and the above-mentioned eligibility requirements must be submitted via email as PDF file attachments using a business email address only that includes the company's domain name. As part of cybersecurity protection, email addresses created from non-secure, free, or open third-party domains or sources will not be accepted as a company's email address. Submission of eligibility documents through external document sharing platforms is discouraged.
The following shall also serve as basis during the bid evaluation:
- 1. Product is compliant to the minimum standard specifications of MERALCO.
- 2. Product has no history of poor delivery performance and unresolved quality issue.
- 3. Capability to provide local support during installation, testing, commissioning, training, and maintenance of the product within the warranty period. Availability of local technical support to address inquiries, concerns, issues, and problems related to the equipment.
- 4. Capability to deliver starting November 2026 (based on Meralco's required schedules and volume)
MERALCO reserves the right to:
- 1. Accept any bid and to reject any or all bids and/or to annul the bidding process in its entirety, at any time prior to award of contract, without thereby incurring any liability to the affected bidders or any obligation to inform the participating bidders of the ground for MERALCO's action;
- 2. Consider any participating vendor in the same item category/ family in the event that there are items that lack eligible bidders. Criteria in selection will be the vendor's eligibility, capability, and capacity to supply the product, and compliance with the bidding requirements; and
- 3. Issue an addendum to the Invitation to Bid at any time as a result of questions, change in acquisition schedule, or other relevant matters.

Vendors must submit a Letter of Intent (LOI) in portable document format (PDF) with the required supporting documents via email to Meralco_BAC_Secretariat@meralco.com.ph and group.Distribution.Utility.Supplies@meralco.com.ph using business email address. The Letter of Intent and eligibility documents must be received not later than 11:59 PM of June 10, 2026. Late submissions, whether complete or partially received in our servers, will be considered invalid. The Bid Documents shall only be provided to vendors who submit an LOI and meet the eligibility requirements. Subsequent bid submission for eligible vendors must also be as file attachments using business email address only. LOI email subject format should be: CD1125-0688-1 | LOI | THREE-YEAR SUPPLY OF VARIOUS METERING, SUBSTATION, OVERHEAD, AND UNDERGROUND WIRES AND CABLES | VENDOR NAME.
Bid Document Fee (non-refundable): Maximum of ₱ 50,000.00 (VAT Ex. shall be paid upon submission of bid documents)
