  1. I got my May bill today. How come the total amount due is double or more than my April bill?

    Since some meters were not read during the ECQ period, some March and all April bills were estimated based on the past 3 months’ average daily consumption following the Distribution Services and Open Access Rules (DSOAR) issued by the ERC.

    These past 3 months- December 2019, January 2020 and February 2020, were considered “low consumption” months as these were significantly cooler months compared to the summer months of March, April and May.

    Aside from these, the following factors may have affected your May bill:

    1. Increased consumption during ECQ.

      More people are at home, so appliances are switched on most of the time, especially fans and aircons. Homes which have aircons would use 4 to 8 hours per day before ECQ, and may be using it for 12 to 24 hours per day in ECQ. There is also increased use of the TV, washing machine, computer, game console, etc. Refrigerators that are full and opened more frequently will also increase consumption.

    2. High Heat Index and temperature that will increase consumption. (max so far for 2020 is at 37.3⁰C with Heat Index of 42⁰C)

      When the heat index or temperature outside is high, appliances with compressors like air conditioners and refrigerators work harder. So even if you use it for the same duration, your consumption will be higher. Meralco Powerlab estimates that there is a 25% to 40% increase in electricity consumption during summer months even without increasing usage.

      With increased use, the consumption goes up proportionately. Refrigerators also have compressors and are also affected, but to lesser degree.

    3. The addition of your March and April actual consumption versus the estimates for the same months.

      For meters we have read, we are able to reflect in your May bill:

      1. Your actual consumption for May

      2. Actual consumption for March and/or April less the estimates for the same months, based on the past 3 months’ average daily consumption.

  2. How did you compute for my May bill?

    Below is a sample computation with reference to February and May 2020 bills.

    Meter was read in May and the actual meter reading was 12973.

    Previous meter reading was done in February with an actual meter reading of 12720.

  3. What if I already paid for my estimated bills? Where can I find it reflected?

    In the letter that we sent out in July explaining the May bill, you will find the following:

    Remaining Total Outstanding Balance (Total Bill Amount minus Total Amount Paid) is PhP 0.00.

    In case you want to avail of the installment plan, Meralco will refund the payments to you at the Meralco Business Center upon presentation of your proof of payment and proper identification or authorization. The refunded amount will then be treated as unpaid balance and will be included in your installment plan.

    The total kWh consumption under the May 2020 bill will still be pro-rated to compute for the average consumption for the particular months.

    Thereafter, the corresponding ERC-approved charges for the particular month will be applied. The resulting amount would be the final amount due under the May 2020 bill. Any adjustment, upward or downward, will be reflected in the August 2020 bill.

  4. I did not change usage of appliances, particularly aircon. How come my consumption still increased?

    Appliances such as aircons and refrigerators are affected with temperature changes.  Temperatures now are at record high (max so far for 2020 is at 37.3⁰C with Heat Index of 42⁰C.  Compressor works harder because of the warmer outside temperature.

    Based on Meralco Power Lab tests, for every one (1) degree increase in outside temperature, there’s a corresponding 11% increase in aircon consumption.

     Based on a 1.0hp window-type, conventional unit

    So even if you use your aircons for the same number of hours, aircon consumption will still increase by 25% - 40% during summer vs Feb or cool months.

  5. My bill date is from May 1 to 22. Does Meralco have an installment plan for ECQ bills (March, April and May)?

    For customers who received bills with bill date May 1 to 22

    To help ease your financial burden and prevent bills from piling up, unpaid balances from bills due March 1 to May 31, 2020 (bill date Feb 21 to May 22) will be converted to monthly installments, in accordance with the ERC Advisories of April 15, May 5, May 22, 2020 and Meralco’s own advisories. The first installment amount, will be due on June 15 at the earliest, and every 15th of the month for the next four to six months, depending on your consumption group.

    You will receive a separate bill every month that reflects only the installment amount due. Please note that your regular bill for the month is not included in the installment plan and needs to be paid in full following the due date reflected in said regular bill.

    The first installment bills will be delivered starting June 2 until June 6.

  6. My bill date is from May 23 to 31. Does Meralco have an installment plan for ECQ bills (March, April and May)?

    To help ease your financial burden and prevent bills from piling up, unpaid balances from bills with bill dates May 23 to 31 (due date June 1 to June 10) will be converted to monthly installments, together with your unpaid balance from March and April bills. This is in accordance with the ERC Advisories of April 15, May 5, May 22, 2020 and Meralco’s own advisories. The first installment amount, will be due on July 15 at the earliest, and every 15th of the month for the next four to six months, depending on your consumption group.

  7. Why is the installment term shorter for the 201 kWh and above group?

    This is based on the ERC Advisory released on May 22. The Energy Regulatory Commission deemed that lower consumption customers (200 kWh and below) should have longer payment periods. This group makes up 75% of the Meralco customer base.

  8. Why is the Installment Plan based on Feb 2020 consumption?

    1. Consumption in February is actual and not estimated.

    2. February 2020 is the month immediately preceding the ECQ period hence will provide information on latest normal / non-ECQ customer consumption behavior.

  9. The installment is due every 15th of the month. Can I pay for it earlier?

    Yes, you may pay for your installment earlier than the 15th. Please use the ATM Reference Number or Meralco Reference Number found in your Installment bill.

  10. Where can I pay for my regular bills and installment bills?

    For regular bills

    1. If your bill shows an amount under Previous Billing and tagged with “Please pay immediately.”, you may pay through the following channels:
      • Any Meralco BC
      • Meralco Online/Meralco Mobile
      • Bayad Center
      • Banks will require new ATM/Meralco Reference Numbers covering pre-ECQ bills.

      You may request for New ATM/MRN Ref. Nos. though the following channels:

    Your installment bills carry a unique ATM reference number or Meralco Reference Number (MRN). Please use these to pay through the following channels:

  11. If I want to pay for the Installment Plan, what do I bring?

    To ensure smooth transaction, you need to bring the IP bill when paying over the counter such as the Meralco Business Center, Bayad Center and banks.

    This is separate from your regular monthly bill.

  12. I was not able to bring my IP bill. How can I pay for it?

    For Bayad Center, banks and other over the counter channels, you need to have your Installment Bill’s unique ATM Reference Number or Meralco Reference Number and the installment amount.

    For Meralco Business Centers, you will need to provide the Service ID Number to our tellers, so we can help you identify, which bills you want to pay for.

  13. Why do I need Reference Numbers for payments? (ATM Reference Numbers and Meralco Reference Number)

    When paying outside of Meralco properties (Meralco Business Center, Meralco Online and Meralco Mobile app), you need to present the ATM reference number or Meralco Reference Number.

    This can be found at the bottom part of the bill’s first page:

    These unique codes are valid for only 13 days from the date specified (9 days for BDO) in the ATM reference number or Meralco Reference Number.

    Date is indicated in the 12th to 15th digits of the ATM reference number.

    Date is indicated from the 12th to 17th digit of your Meralco reference number.

    Authorized payment channels like banks need the reference numbers and the exact amount to accept your payment.

    1. If your bill shows an amount under Previous Billing and tagged with “Please pay immediately.”, you need a new ATM reference or Meralco Reference Number to pay for your Total Amount Due.

    You will need to request a new ATM reference number and Meralco Reference Number and specify the amount you want to pay for.

  17. Can I pay for my installment after the 15th?

    The ATM Reference Number and Meralco Reference Numbers found in your installment bill are valid until the 15th of every month as aligned with the due date found in your bill.

    If you’re paying beyond the due date, you may pay through the following channels:

    • Meralco Business Centers
    • Bayad Centers

    If paying through banks and other authorized partners, you will need a new ATM Reference Number or Meralco Reference Number.

    You may request for a New ATM/MRN Ref. Nos. though the following channels:

    No interest will be applied for late payments.

  18. What will happen if I pay after the 15th or don’t pay at all for the month?

    Customers can still pay for the installment after the installment due date through any Meralco BC and Bayad Center.

    Your unpaid monthly installment will appear under "Balance from Previous Installment" in your next Installment Bill.

  19. Can I pay for my installment bill together with my regularly monthly bill?

    Regular bills and installment bills may be paid at the same time as long as you make the payment on or before the due dates of both bills. Just make sure to present both bills when paying as these will be processed separately.

    When paying online, the bills have to be paid separately using their respective Meralco/ATM Ref. No.

  20. I received my 2nd installment bill, but I only have money for the first installment.

    You may proceed with payment of your first installment. Assuming that your first installment is already past due, you will need to request a new ATM reference and Meralco Reference Number to pay for it.

    Your unpaid 2nd monthly installment will appear under “Balance from Previous Installment” in your next Installment Bill.

  21. Can I opt to pay my installment in full, so I don’t have to pay monthly for the next four or six months?

    You may pay in full through

    • Meralco Business Centers or Bayad Centers: please bring your March, April and May bills.
    • Banks and other authorized payment channels: please bring your March, April and May bills and ensure that you have new/updated ATM/MRNs.

  22. How will I know if there’s an actual reading already?

    At the back of your bill, under Metering Information, you will see "Prev Rdg" and "Pres Rdg". If there are values under these columns, this means your bill already reflects an actual reading.

    Rest assured that we will read all meters while abiding with localized guidelines. All estimated readings will be adjusted once meters have been read, and You only need to pay based on your actual consumption.

  23. I have not received my May bill. What can I expect for my June bill?

    We have read your meter and your actual consumption will be reflected in the June bill.

    Your bill was computed using your consumption covering the period from the last actual meter reading to the actual meter reading in June. This will be referred to as the coverage period.

    Please disregard any previously issued bills that were based on estimated consumption in between this coverage period. June bill covers your 4-month actual consumption. Published rates apply for each month.

    *Previous reading was based on your last actual meter reading.

    Payments made and credits applied to previously issued bills within the coverage period will be applied to your June bill and will be reflected as Applied Credits**. The payments you made have already been deducted from the total amount due of this June bill.

    **You may refund the excess credits or these can be applied to previous unpaid balance and/or succeeding billing.

  24. How much will I pay in June?

    To help ease your bills payment, you only need to pay one fourth (1/4) of your Current Charges by June 30.

    The remaining balance or three fourths (3/4) may be settled in 4 or 6 monthly installments, depending on your February 2020 consumption. These installment payments will be due every 15th of the month starting July 15. This is in accordance with the advisory of Energy Regulatory Commission (ERC) and Meralco’s recent pronouncements.

  25. Why is my June bill so high?

    We fully understand your concern if your current bill is higher than your previous months’ bills.

    Aside from June reflecting the sum of your actual consumption for 4 months, below are other factors that may have affected the increase:

    1. Higher electricity usage during ECQ

      More people are at home, and might have used appliances (TV, electric fan, computer, game console, at air conditioner, etc.) for longer periods, and refrigerators are likely opened more frequently.

    2. Higher consumption due to hot weather

      During hot days, appliances with compressors (like aircons and refrigerators) exert more effort. So even if you use it for the same duration, it uses more power. Meralco Power Lab estimates a 25% to 40% increase in electricity consumption during summer vs cooler months even without increasing usage. With increased use, the consumption goes up proportionately.

  26. I paid for my estimated bills. Has this been deducted from my June bill?

    In case you have paid your March 2020, April 2020 and/or May 2020 estimated bills, these payments have been deducted from your June 2020 bill, you can validate the payments you made for March 2020, April 2020 and/or May 2020 on page 2 of your bill under the line "Applied Credits".

    Your June bill was computed using your consumption covering the period from the last actual meter reading to the actual meter reading in June.

  28. Where can I find the Applied Credits in my June bill?

    Applied Credits will appear on the lower right section of your June bill’s second page. Kindly see below sample:

    It’s for the Current Charges for June. This is not for your June ¼ bill amount.

  32. I am on ADA/ACA. How will my bank charge my account for months with installment payment arrangements?

    Installment Plan bills are not yet automatically enrolled under the ADA/ACA Arrangement.

    Only Regular monthly bills are part of the Auto Debit and Auto Credit Arrangement.

  33. We were not home or our business was closed during ECQ but I was charged. How will I get a refund?

    In case your house was unoccupied or your business was closed, and you received an estimated March 2020, April 2020 and/or May 2020 bill/s:

    • Your June 2020 bill has been adjusted to reflect your consumption based on the actual meter reading.
    • If you paid your estimated March 2020, April 2020 and/or May 2020 bill/s, we will refund any overpayment to you at our Business Centers upon presentation of the following requirements:

  34. Will my service be disconnected if I don’t pay for my regular bills or installment bills?

    Meralco will not implement service disconnections until October 31, 2020.

  35. I got my March bill last May 2 to 6. Why do I have an unpaid balance? I don’t normally have arrears.

    To keep you updated of your account status, your latest bill reflects all payments made and any outstanding amounts as of the time of printing. In the case of your March bill whose printing was delayed until early May, this may already include the amount for your April consumption.

    Outstanding balances can be from February 2020 and prior months, which will have a line item that says “Please pay immediately.” The April consumption will reflect the same due date found on your March bill.

    Both will be reflected as Previous Billing in the front section of your bill.

    Your March amount due will be reflected as Current Charges.

  36. I got my March bill. Why does it say that my total amount due is zero?

    If your total amount due is zero, you may have paid already through your bank, or online, before your March bill was reprinted and delivered to you. Please refer to the Energy Bill Amount Section of your bill for the original total bill amount.

  37. I have credits from meter deposit refund. How do I apply it to future bills? Is this automatic?

    You can either apply to future bills or refund the amount. Please present your Meter Deposit Receipt and a valid ID to our Meralco Business Centers.

  38. Since you did not read meters on estimated months, there should be no metering charge.

    Rest assured that we are refunding the meter reading cost for our customers’ bills with estimated consumption. You will find this in the Applied Credits Section tagged as "Meter Reading Cost Refund"

  39. I have not received my June bill. What can I expect for my July bill?

    We have read your meter and your actual consumption will be reflected in the July bill.

    Your bill was computed using your consumption covering the period from the last actual meter reading to the actual meter reading in July. This will be referred to as the coverage period.

    Please disregard any previously issued bills that were based on estimated consumption in between this coverage period. July bill covers up to a 5-month actual consumption. Published rates apply for each month.

    **You may refund the excess credits or these can be applied to previous unpaid balance and/or succeeding billing.

  40. How much will I pay in July?

    To help ease your bills payment, you only need to pay one fourth (1/4) of your Current Charges by the due date indicated in your July bill.

    The remaining balance or three fourths (3/4) may be settled in 4 or 6 monthly installments, depending on your February 2020 consumption. These installment payments will be due every 15th of the month starting August 15. This is in accordance with the advisory of Energy Regulatory Commission (ERC) and Meralco’s recent pronouncements.

    Please see grouping below based on your consumption in February 2020:

    Your bill was computed using your consumption covering the period from the last actual meter reading to the actual meter reading in July. Your consumption may cover up to 5 months depending when you meter was last read.

  43. My consumption is covering 2 months (June and July) only. Do I need to pay this in the specified due date? How much do I need to pay?

    To help ease your payments, your July bill need not be paid immediately and will be converted into 4 equal monthly installments, starting September 15.

  44. My consumption is more than 2 months. Do I need to pay this in the specified due date? How much do I need to pay?

    To help ease your payments, your July bill need not be paid immediately and will be converted into 4 or 6 equal monthly installments, starting September 15. Since this covers ECQ bills, your installment payment schedule is based on your February 2020 kWh consumption based on ERC advisories and Meralco’s pronouncements.

  45. I already received an installment plan. What will happen now?

    Your existing installment plan will be restructured to include your July 2020 bill. You will receive a new IP bill reflecting the revised installment amounts and installment payment dates. Rest assured that any payments made to previous installment bill/s have been accounted for.
