Competitive Retail Electricity Market (CREM)
Competitive Retail Electricity Market (CREM) allows eligible end-users to choose their preferred retail suppliers for their electricity requirements.
Currently the following customers are eligible:
- Existing end-users with an average monthly peak demand of 500 kW or above for the past twelve (12) months
- New end-users with a forecasted monthly peak demand of 500 kW or above for the next twelve (12) months
But starting June 26, 2026, the eligibility threshold for CREM will be lowered to 100 kW in line with the ERC Resolution No. 22, Series of 2025.
How will I know if I am a CREM-eligible end-user?
Notification will be through an ad in the billing statement which end-users will continue to get for as long they are still meeting the demand threshold or until they have switched to CREM. Upon receiving the bill ad, the eligible end-user may now join the retail market. Switching to a supplier is currently voluntary.

How do I shift to CREM?
- Check qualifications
If you meet the demand criteria above, you may now exercise your right to choose your preferred electricity supplier and switch to CREM. - Signify intent to switch
Inform Meralco at least ninety (90) calendar days prior to the intended switch date. The billing statement with the bill ad informing you of your CREM eligibility should be presented. - Prepare your contracts
You need to execute a Connection Agreement (CA) with your Distribution Utility and a Retail Supply Contract (RSC) with your chosen retail supplier.- Connection Agreement (CA): To facilitate this requirement and allow ample time for processing of both parties, kindly submit your duly signed and notarized contracts to your Biz Partner Manager / Relationship Manager at least 45 days from submission of LOI.
Please note that a copy of fully executed and notarized CA shall be provided to the CRB, copy furnished your retail supplier at least thirty (30) calendar days prior to your target switch date. - Retail Supply Contract (RSC): Please work with your chosen retail supplier for the timeline of execution of the RSC.
- Connection Agreement (CA): To facilitate this requirement and allow ample time for processing of both parties, kindly submit your duly signed and notarized contracts to your Biz Partner Manager / Relationship Manager at least 45 days from submission of LOI.

- Choose a supplier
Make sure to contract with an Energy Regulatory Commission (ERC)-licensed Retail Electricity Supplier (RES) who can provide both the best pricing options and design for your energy needs. Please access the ERC’s website for the list of preferred retail supplier at www.bye.erc.ph. Request for your load profile (Optional)
To help you choose the right supplier, you must know the power usage of your business, consumption forecast and load profile. Your load profile (LP) contains information on your consumption behaviors and patterns based on specified intervals in a given time period. The LP data is the interval data of active demand (kilowatt – kW) and energy (kilowatt-hour – kWh) consumption.
To request for your LP, submit the following documents to your Biz Partner Manager / Relationship Manager:- Letter of request from the company CEO, COO, General Manager, or President.
- If the people mentioned are unable to write the required letter, prepare the following:
- Authorization Letter or Secretary’s Certificate
- Latest General Information Sheet (GIS)
- Photocopy of valid government-issued ID
- Signature of the receiving personnel
- Accomplished LP Data Request Form signed by the company CEO, COO, General Manager, of President.
- In case data shall be received by those other than the authorized recipients, the receiving personnel must present:
- Notarized Special Power of Attorney (SPA)
- Photocopy of valid government-issued ID
- Signature of the receiving personnel
Only the initial request for your LP is free of charge while succeeding requests will have a fee.
