Green Energy Auction Allowance (GEA-All) FAQs

1. What is GEA-All charge?

In compliance with ERC Resolution No. 06, Series of 2025, the Green Energy Auction Allowance (GEA-All), a fixed charge amounting to PhP0.0371/kWh, was included in the electricity bill of all customers starting with the January 2026 billing. GEA-All is being used to fund renewable energy projects like solar, wind, and hydro in the Philippines. It supports the Green Energy Auction Program (GEAP), a government program where renewable energy projects are selected through competitive bidding to ensure the lowest possible cost for customers. The GEA-All rate is subject to change upon approval of the ERC.

This is a pass-through charge collected by Distribution Utilities, such as Meralco, Retail Electricity Suppliers (RES), and National Grid Corporation of the Philippines (NGCP) to be remitted to the National Transmission Corporation (TransCo). Meralco does not earn from this charge.

2. Who are being charged with GEA-All?

All captive customers are charged with GEA-All.

3. How much is the charge for GEA-All?

Customers are being charged the ERC-approved GEA-All rate of 3.71 centavos per kWh.

4. Where can I find GEA-All in my bill?

GEA-All charge appears as a separate line item on Meralco bills, both on the front under bill summary, and at the back under rate components.

5. Why was the collection of GEA-All temporarily suspended?

The Energy Regulatory Commission (ERC) has temporarily suspended the collection of the Green Energy Auction Allowance (GEA-All) for the May and June 2026 billing periods to help ease the financial burden on electricity consumers amid rising inflation and global economic pressures.

6. Will the suspension affect the renewable energy projects being funded?

The ERC clarified that this temporary suspension does not affect the continued implementation of the government's renewable energy programs under the Green Energy Auction Program (GEAP).

7. Will customers receive a refund for previously collected GEA-All charges?

No refund will be provided for previously collected GEA-All charges. The temporary suspension only applies to the collection of the charge for the May and June 2026 billing periods.

8. Will GEA-All be automatically removed from the bill during the temporary suspension?

Yes, the GEA-All charge will be set to zero for the May to June 2026 bills, resulting in a reduction of PhP 0.0371 per kWh in the bill.

9. Will the collection of GEA-All charge resume after June 2026?

The resumption of the collection of the GEA-All charge after June 2026 will depend on the directive of the ERC.
