Self Generating Facility - Zero Export Solar System

Under the latest DOE policy, DOE DC 2026-08-0017, customers are now allowed to install and operate a Self-Generating Facility Zero-Export Solar System (SGF ZESS) for their own-use electricity generation, subject to the policy's requirements.

SGF ZESS allows customers to generate electricity for their own use through a solar PV system without exporting electricity to the distribution system. Depending on how the system is configured, it may either operate alongside the customer's Meralco service or independently from it.

To help provide customers with clear and consistent information, these FAQs cover the key points customers may need to know about SGF ZESS, including system configurations, notification requirements, permits, and installation-related concerns.

1. What is an SGF Zero-Export Solar System, and are there different types?

A Self-Generating Facility Zero-Export Solar System (SGF ZESS) is a solar PV system that generates electricity for customers' own use without exporting electricity to the distribution system.

There are two types:

  • Connected SGF ZESS – operates alongside your Meralco service, with controls that prevent excess electricity from flowing to the grid.
  • Isolated SGF ZESS – operates independently, with no connection to your Meralco-served electrical system.

2. How do I know which system type I have?

It depends on whether your solar system is connected to Meralco's power supply.

  • Connected SGF ZESS: Your solar system is connected to Meralco's power supply. During a power outage, it automatically disconnects from Meralco's power supply for safety. If you have a battery system, your system may keep running even after disconnection through an isolator switch.
  • Isolated SGF ZESS: Your solar system has no connection to Meralco's power supply at all.

3. Do I need to notify Meralco of my SGF ZESS?

It depends on your system type:

  • Connected SGF ZESS – Yes, you need to notify Meralco after installation so we can update our records. Submit your Notification Form through any of the following channels:

    1. Online via MS forms here; or
    2. Download and submit the accomplished Notification Form via:
      • any Meralco Business Center; or
      • email: customercare@meralco.com.ph with subject line: Own-Use Notification - [Customer Full Name] - [CAN]

Please submit your notification through only one channel. Meralco will process it once the form and required details are complete.

  • Isolated SGF ZESS – No, you do not need to notify Meralco.

4. What permits are required for an SGF ZESS?

Apart from the requirement of notifying Meralco of your Connected SGF ZESS, both Connected and Isolated SGF ZESS system types require a Building Permit which you must obtain from your city or municipality.

An ERC Certificate of Compliance (COC) is also required for both system types, except for households, clinics, hospitals, and other medical facilities, which are exempt from this requirement.

Please take note that your SGF ZESS solar PV installation must comply with the Philippine Electrical Code and all applicable technical, product-quality, and safety standards.

5. Is a Distribution Impact Study required before installation?

No. A Distribution Impact Study (DIS) is not required to install a Connected SGF ZESS.

After you notify Meralco of your installation, we may conduct a DIS at our own cost for system planning and safety purposes. This will not delay or prevent installation. Meralco may also contact you if additional information is needed for planning, safety validation, or investigation of identified irregularities.

6. Does a connected SGF ZESS need a protective device to prevent export?

Yes, a connected SGF ZESS must have functional control or isolation mechanisms such as reverse power protection, a limiter, and similar devices to prevent inadvertent export – helping protect you from unexpected charges on your electricity bill and safeguarding Meralco's distribution system.

7. Do I need to replace my existing meter?

No, there is no requirement to replace your existing meter if you are an SGF ZESS customer.

Thanks for staying connected
