Application Process

Step 1. Application: Complete and submit the necessary application documents
Interested applicants may apply for Net-Metering by accomplishing and submitting the Application Form through applicable channels:
- Visit your Meralco Business Center for walk-in application
- Book an appointment here.
- Email your application to:
- biz@meralco.com.ph – for small and medium business customers, or through your Biz Partner Manager
- enterprise@meralco.com.ph – for large and enterprise customers, or through your Relationship Manager
If you will be represented by an authorized representative, please attach a copy of one valid ID of your representative together with the required authorization documents. Sample authorization documents can be downloaded here (English / Filipino).
Download the Net-Metering Application form for Solar PV Systems here. You will need to submit your completed form, filled out either digitally or by hand.
Alternatively, you can go to the nearest Meralco Business Center and ask for the NM Application Form.

- If your system has multiple models/ratings of solar panels, inverters, and/or batteries, or if you are a primary-metered customer, please also complete and submit the Annex Sheet here along with your application form.
Additional supporting documents may be requested to ensure safety, technical compliance, and accurate evaluation of your application.
Once you submit the Application Form and supporting documents, Meralco will assess your eligibility and proceed to the next step if all requirements are met. If you choose not to install a REC meter, Meralco will discuss the available setup options and possible billing implications with you.
- Meralco will proceed to the next step if you pass the eligibility test.
- Otherwise, we will inform you that you did not pass the eligibility testing.
Step 2. Evaluation: Meralco technical assessment
Meralco will evaluate your RE system through a Distribution Impact Study (DIS) which assesses the ability of the Distribution System to accommodate the proposed interconnection and any upgrades that may be required.
- For systems with capacity above 7kWp, this step may take longer because Meralco may conduct a Power Quality Analysis, which requires real-time measurements of electrical parameters such as voltage, current, and harmonics to ensure the RE system will not adversely affect the distribution network.
- For systems with capacity of 7kWp and below, Meralco will assess the potential impact of the RE system on the local distribution network through detailed engineering computations.
As part of the technical evaluation, Meralco uses a hosting capacity table to determine the maximum allowable capacity for RE systems to be integrated without causing adverse effects on the normal system operation of the distribution network. The table below shows the indicative aggregate maximum allowable solar PV capacity per transformer level, subject to Meralco’s final assessment.

Notes:
- 1. Hosting Capacity (HC) refers to the maximum solar PV capacity that can be integrated without causing adverse effects on the normal operation of the distribution network.
- 2. Meralco’s HC quantification is based on established models and methodologies, including low-voltage network, secondary line, service drop, load, and solar PV generation modeling, using an appropriate radial power flow method.
- 3. This table only represents the aggregate maximum allowable capacity for solar PV systems per transformer level.
- 4. Meralco conducts its final assessment based on actual system conditions.
- 5. This is applicable only to single-phase distribution transformers. For other transformer types, transformer loading and/or actual field measurements may be required to assess hosting capacity.
- 6. This hosting capacity reference is applicable only within the Meralco franchise area.

If the DIS indicates that facility upgrades may be required, a Distribution Asset Study (DAS) will be conducted. The DAS may be performed by Meralco or by a qualified third party chosen by the Applicant. The study will determine the facility upgrades or modifications needed to safely accommodate the RE system.
Once Meralco evaluates that your system can safely interconnect to the grid, an invoice for Difference in Meter Cost (DIMC) fee will be sent to you if your current meter needs to be replaced.
Meralco will inform you of the evaluation results. If your RE System does not pass the DIS, we will guide you through the available options and next steps.
Meralco will also issue you a yellow card, which may be a requirement (depending on your LGU) for you to apply and be issued a Certificate of Final Electrical Inspection (CFEI).
Important: Meralco will issue a meter socket if you will install a REC meter and/or if you need to change your meter to bi-directional.
Step 3. Inspection: Meralco will inspect your Service Entrance
A Meralco representative will advise you of any required improvements or modifications to ensure compliance with applicable standards. Please follow the instructions to avoid delays or rework.
Upon modification of the service entrance, please inform Meralco of your preferred date of inspection. Meralco will schedule a facility inspection of your service entrance to ensure compliance with applicable standards. Meralco's service entrance standards can be found here.
Once we determine that your service entrance is compliant, we will issue your Net-Metering Agreement (NMA) along with the Fixed-Asset Boundary document (FABD) for your signature.
If you choose not to install a REC meter, please make sure that the Affidavit and Waiver are signed and notarized when you submit it to us.
Step 4. Completion: Submit all remaining documents and pay applicable fees
Ensure all technical and documentary requirements, along with applicable fees, are submitted completely and correctly to Meralco to proceed with energization.

Meralco will not be able to proceed with energization, testing, and commissioning without complete submission of documentary requirements.
Step 5. Energization and Commissioning: Safely connect your RE system to the grid
Once your existing meter has been replaced with a bi-directional meter, your REC meter has been installed (if applicable), and your renewable energy system has successfully passed testing and commissioning, you may now experience the benefits of Net-Metering.
During testing and commissioning, Meralco will perform the required grid-safety checks, including:
Anti-Islanding Functionality – checks if your solar PV system disconnects within 2 seconds during an outage to help protect equipment, personnel, and others who may come in contact with electrical lines.
Cease-To-Energize Functionality – checks if your system reconnects only after 10 minutes once Meralco power returns and grid supply is stable.
Please expect a special meter reading to mark the official start date of your Net-Metering service with Meralco.
Step 6. Transmittal: Complete the ERC filing process for your Net-Metering application.
After successful testing and commissioning, Meralco will transmit your Net-Metering documents to the Energy Regulatory Commission for COC processing.
If you will pay the ERC COC Application Fee through Landbank Link.BizPortal, please wait for the ERC Statement of Account (SOA). Once the SOA is issued, pay the fee online and send the proof of payment to Meralco. This will be used for the final filing of your Net-Metering documents to ERC.
Meralco will then complete the final filing to ERC, including the required documents and proof of payment or official receipt for the ERC COC Application Fee.
ERC will send an acknowledgment of your Net-Metering application. Once ERC issues your Certificate of Compliance, your Net-Metering application will be completed.
