Retail Aggregation Program (RAP)
Retail Aggregation Program (RAP) allows two or more end-users, who have not yet met the prevailing threshold set by ERC for the CREM, to join together and to be treated as a single Contestable Customer. Aggregated demand is based on the current CREM demand threshold of 100kW.
Who are qualified for RAP?
End-users not yet meeting the prevailing threshold may form an aggregated group and participate in the RAP, subject to the following:
- The aggregated average monthly peak demand of the aggregated members, for the preceding three (3) months is equivalent to or higher than the prevailing demand threshold set by the ERC;
- There shall be no limit on the number of end-users forming an aggregated group provided that their aggregated demand complies with the prevailing demand threshold for eligibility set by the ERC;
- Aggregated members located in a contiguous area;
- Aggregation of end-users may be allowed within any of the following geographical locations:
- Subdivisions
- Villages
- Business districts;
- Special Economic Zones; and
- Other locations in which supply of electricity of similarly situated End-users can be measured through metering devices:
- Condominum buildings;
- Commercial establishments;
- Mixed-use development complexes;
- Same Franchise Area of the Distribution Utility (DU), Provided, that the metering facilities to be aggregated, belong to:
- Same owner; or
- Businesses covered by the same franchise.
- Others, as may be determined by the ERC.
What are the benefits of RAP?
- Ensures transparent and reasonable prices of electricity.
- Expands the base of end-users having the ability to choose their suppliers of electricity and ensure consumer protection.
How do I shift to RAP?
Determine qualification
If you meet the criteria listed above, you may now exercise your right to choose your preferred retail aggregator and switch to RAP.
Signify Intent to switch
The retail aggregator will notify the Distribution Utility (DU) through registered mail, electronic mail, or personal service, of the intention to switch and such notification is received by the DU, at least ninety (90) calendar days prior to its intended switch date.
Prepare your contracts
You need to execute a Connection Agreement (CA) with your Distribution Utility and a Retail Supply Contract (RSC) with your chosen retail aggregator.
- Connection Agreement (CA): To facilitate this requirement and allow ample time for processing of both parties, kindly submit your duly signed and notarized contracts to your Biz Partner Manager / Relationship Manager at least 45 days from submission of LOI.
Please note that a copy of fully executed and notarized CA shall be provided to the CRB, copy furnished your retail supplier at least thirty (30) calendar days prior to your target switch date. - Retail Supply Contract (RSC): Please work with your chosen retail aggregator for the timeline of execution of the RSC.
- Connection Agreement (CA): To facilitate this requirement and allow ample time for processing of both parties, kindly submit your duly signed and notarized contracts to your Biz Partner Manager / Relationship Manager at least 45 days from submission of LOI.
